When do Zone X owners still need flood insurance?
Three situations can make flood coverage mandatory even outside a Special Flood Hazard Area:
- Your lender requires it: FEMA notes that some banks require flood insurance as part of mortgage loans.
- You insure with Citizens: Personal Residential policies with wind coverage outside the Special Flood Hazard Area need flood coverage when Coverage A is $400,000 or more (from January 1, 2026) and for all such policies from January 1, 2027; condo unit-owner, tenant content and no-wind policies are exempt.
- The property received federal disaster aid before: flood insurance is required to qualify for future aid, and the requirement stays with the property.[1][2]
Why isn't South Florida flood risk limited to the map?
Zone X is moderate or minimal risk, not zero. Palm Beach County tells residents that everyone in the county lives in a flood zone and encourages all of them to get flood insurance, and its December 20, 2024 map update moved thousands of eastern-county residents into high-risk zones.
Timing matters as well. A new NFIP policy normally takes 30 days to take effect, and you are not covered if a flood happens during that time, so waiting until a storm is forecast is too late.[3][1]

These public resources help gauge risks that a FEMA zone may not capture:
- King tides: Broward County's 2026 King Tides guide lists high-tide windows from September through December 2026, notes that the highest tides in Southeast Florida occur in the fall, and warns they can flood streets near waterways and low-lying areas away from the Intracoastal.
- Sea-level rise: the Southeast Florida Regional Climate Change Compact's 2019 unified projection estimates 10 to 17 inches of rise by 2040 and 21 to 54 inches by 2070, measured from 2000 mean sea level at Key West.
